Update on Countywide Landfill 2-21-08

Now posted on Ohio EPA’s Countywide Web page are the following
documents:
February 21, 2008 - Notice of Violation letter to Countywide regarding
the landfill’s engineered components;
February 21, 2008 - Letter to Stark County Health Commissioner William
Franks regarding the landfill’s engineered components; and
February 21, 2008 - Letter to Ohio Attorney General Marc Dann
requesting representation in upcoming mediation proceedings.
SUMMARY-After much data analysis, field observations and consultation
with our independent experts, Ohio EPA has concluded the extreme
conditions at Countywide Landfill have adversely affected the integrity
of the engineered components in the landfill’s south slope area,
including the flexible membrane liner (FML). Failure to maintain the
integrity of engineered components is a violation of Ohio’s landfill
rules. The February 21, 2008, Notice of Violation letter to Countywide
provides details. It is important to note that at this time, Ohio EPA
believes the 3-5’ of compacted clay below the FML and the geology
underlying the clay would contain any potential leakage from the old
waste disposal area.
Ohio EPA plans to work with Countywide to evaluate whether it is
prudent or practical to repair the impacted engineered components. Ohio
EPA Director Chris Korleski’s letter to Stark County Commissioner
William Franks provides an update on the engineered components issue
described above.
Finally, Director Korleski is asking the Ohio Attorney General to
represent Ohio EPA in any upcoming mediation proceedings between
Republic Services of Ohio and the Stark County Board of Health. Stark
County Common Pleas Judge Richard Reinbold Jr. has asked a
representative of Ohio EPA to be present. The three letters described

85 Join Lawsuit Against Landfill

ZOAR – Another 85 people have signed agreements to participate in a lawsuit against Countywide Recycling and Disposal facility north of Bolivar in Pike Township, Stark County, according to Dwayne Flickinger, who has been organizing related meetings.

Stark County landfill with underground fire must test for toxic chemicals

A southern Stark County landfill that takes in most of Northeastern Ohio’s trash is being ordered to test for an increasing number of toxic chemicals that an underground fire may be releasing into the surrounding community. An environmental scientist says it’s a serious situation.

EPA: Fire spreading - New firebreak sought, landfill odors would worsen

Reaction was swift Wednesday to a request for federal expertise in an effort for faster action regarding odors at Countywide landfill.Ohio Environmental Protection Agency Director Chris Korleski sent a letter Wednesday to the U.S. EPA requesting assistance with the installation of a second firebreak at Countywide Recycling and Disposal Facility in Stark County’s Pike Township.

U.S. EPA urges fast action by Stark landfill

02/02/08 - The US EPA is urging Countywide to cooperate with the federal investigation and to quickly implement measures designed to correct the situation at the landfill. It also calls for increased groundwater monitoring and expanded monitoring and testing of the air around the landfill. See article in the Akron Beacon Journal.
